fix: replace expired domains in docs (#855)

[Wagalidoom]

• Bumps Node, the GitHub Actions runtimes, and clears most of the blocking high/critical
  dependencies.
• Regenerates static/llms.txt, which is build-generated but committed and had
  drifted behind the docs.
• Several third-party destinations are no longer operated by the projects that originally ran them, so those links now point at official or first-party equivalents.

Audit made non-blocking (temp)

The two remaining image-size advisories (GHSA-w3rx-r6r6-pgpr,
GHSA-5p2g-fcmc-qvqq) have no published fix. Yarn Classic cannot waive an individual advisory, so the gate would be
permanently red. continue-on-error: true makes the audit report instead of
block; the reason and removal condition are in a comment on the step.
