Summary

Support semantic version comparison operators (=, !=, >, >=, <, <=) in feature flag constraint evaluation.

• Evaluates valid semantic versions using standard semver comparison.
• Added comprehensive unit tests covering version boundaries and prereleases.
• Tested in isolated container sandbox.
