Split into the ones the framework always handles and the ones that depend on the relay implementing Auther or on the storage implementing EventCounter, since that distinction is the part that is not obvious from the code. Note that 12, 15, 16, 20 and 33 are still advertised in the NIP-11 document but no longer exist as separate NIPs.

Closes #112.
The README had no NIP list at all, so the only way to find out what the framework handles was to read
HandleNIP11or trawl the PRs.Split into two tables, because the part that is genuinely not obvious is that several NIPs are conditional:
Autherrelays additionally get 42, and 17/59 (gift-wrapped events are only served to the pubkey they are addressed to)EventCounteradditionally gets 45Also noted that 12, 15, 16, 20 and 33 are still in the advertised
supported_nipsfor older clients but have been merged into NIP-01 and no longer exist on their own — otherwise the list looks wrong against the current nips repo.
