We found this while testing Lighthouse on
glamsterdam-devnet-8. Valid bids after an empty parent were rejected withInvalidGasLimit.This adds a Gloas
execution_payload_bidgossip reference test for this case. Envelope gossip validation now uses the post-state of the envelope's block.Fix in Lighthouse: sigp/lighthouse#9905
