This is based on #26.
It adds the minimum needed code to support scalable cursors. It leaves the parsing of the json and rendering of the svg files to the caller.
It implement's KDE's approach and will be used in COSMIC DE.
This isn't a breaking change. If you're unsure, we can put this behind a feature flag until KDE upstreams their implementation, but adding this to xcursor allows us to implement it in COSMIC. Niri is also going to implement KDE's approach (Ivan's comment).
