Release notes:
This is a patch release on the 2.0.16 line. It picks up the NeTEx 1.16.1 schema and backports fixes from master.

Schema changes (NeTEx 1.16.1):

• ContractRef and an optional AssociatedContract element on ResponsibilityRoleAssignment (entur/NeTEx#63). The model now exposes ResponsibilityRoleAssignment_VersionedChildStructure.getAssociatedContract() returning a ContractRef_RelStructure.

Improvements:

• Deduplicate LocalTime instances during unmarshalling (#​285)
• Deduplicate any version attribute via VersionXmlAdapter (#​286)

Fixes:

• Accept sub-millisecond fractional seconds in xs:dateTime and xs:time (#​298). LocalDateTimeISO8601XmlAdapter and LocalTimeISO8601XmlAdapter now parse up to nine fractional digits instead of failing on microsecond timestamps.

Breaking changes:

• None - backward-compatible with v2.0.16. Documents valid against NeTEx 1.16 remain valid against 1.16.1.
