Status

The Fuman Manifesto is fiction and satire. It is not a standard, policy proposal, product specification, technical framework, or FERZ offering. No human-avian integration program exists, is planned, or is endorsed by FERZ, Inc.

This repository is separate from FERZ's technical standards, products, and serious governance work.

Current version: 1.6.0, Public Diagnostic Edition, August 2026.

Premise

The Manifesto reproduces familiar structural features of governance documents in a fictional domain: definitions, metrics, thresholds, classifications, declarations, audit duties, stakeholder processes, insurance rules, incident procedures, and enforcement consequences.

Its fictional subject matter makes the form easier to inspect. Terms can be carefully defined, measurements can be internally consistent, and procedures can be exhaustively documented even when the system exists only on paper. The joke is the completeness of the apparatus.

The central question is:

What does your framework provide that the Fuman Manifesto does not?

The Fictional Instrument

The Manifesto contains:

  • A canonical metric, CAST, with a formal measurement protocol and operational thresholds
  • An unintended-descent severity taxonomy, UD-1 through UD-4
  • Vertical Nonconformance categories with reporting windows
  • Declarations, licenses, audit artifacts, retention periods, and escalation procedures
  • Stakeholder representation, dispute resolution, insurance tiers, and enforcement consequences
  • A canonical incident analysis tracing one event through the fictional framework

Suggested Use

  • Read it as satire.
  • Use it in teaching or discussion to examine the difference between elaborate governance form and practical function.
  • Compare its self-referential definitions and evidence requirements with those of a real framework.
  • Do not treat it as implementation guidance.

Build and Validation

python3 -m pip install -r requirements.txt

The v1.6.0 build preserves the v1.5.0 artifact as its historical base, removes superseded draft markings, fills the unused page 5 with a reader notice, updates publication metadata, and generates the companion note from Markdown source. It does not add substantive governance doctrine to the fictional framework.
