We have certain expectations towards the host machine that are not hermetic. Verify these expectations during bazel invocations to make sure that the results are reliable. This infrastructure intentionally never blocks users from running the bazel commands. It only emits debug statements that point the user to our instructions for host machine setup. This way, the check is forgiving in case a user has a special setup.
