The infrastructure-alerts channel is on Discord. Switch the
#infra-alerts contact point to a discord{} block sourcing the webhook URL
from config.yaml (grafana.cloud.discord_webhook_url).

Add discord_webhook_url under grafana.cloud (sops-encrypted) and include it in .sops.yaml encrypted_regex so the webhook is encrypted at rest. Signed-off-by: Tripura Repalle <tripura@blinklabs.io>
