Adds a 'Kupo checkpoint is stale' alert rule that fires when a connected Kupo instance's most recent checkpoint (kupo_most_recent_checkpoint) stops advancing for 15m, catching wedged chain-sync sessions that report connection_status=connected but serve a stale index. Notifies #infra-alerts. Adds a matching 'Checkpoint Advancement (changes / 15m)' timeseries panel to the Cardano Kupo dashboard visualizing the same signal per pod.
