Have print statements for debugging turned on/off easily wth env flag

Should this be done with an environment variable as suggested, or a build flag
resulting in a debug build?

In either case what do we want to be able to print? Everything, every time? 
Probably
not. Make a proposal and I'll code it up.

Run through some simple RL-Glue experiments, make not of what is being printed 
and
how, and decide if it looks good, needs to be trimmed or augmented.
