ChatGPT plugin: embed review test cases and release notes in plugin.json - #77

The plugin dashboard imports extensions.com.openai.review.test_cases (five positive, three negative) and publication.release_notes from the ZIP, and imported cases are read-only there. The build script validates the block the way the dashboard does (counts, required fields, no credentials in metadata).

The OpenAI plugin dashboard now imports
extensions.com.openai.review.test_cases(5 positive, 3 negative) andpublication.release_notesfrom the uploaded ZIP (docs: developers.openai.com/plugins/deploy/submission). Imported cases are read-only in the dashboard, so the manifest is the source.openai-plugin-review/test-cases.jsonstays as the editable copy; the build script checks the block (counts, required fields, notest_credentials/reviewer_instructions, https demo URL). No server code change.
