feat(startups): refresh the onboarding review on focus and every 30s - #7289

The founder's agent edits the page over MCP in another window, so the setup step's checklist and page preview now refetch the page, plan, seats and intel settings when the window gets focus back and every 30 seconds while the tab is visible. The founder's agent sets up the company page over MCP in another window, so the onboarding's setup step (the checklist and the page preview) now shows its changes without a reload.
useStartupsSetupRefreshhook: invalidates the page (which covers products and branding), the subscription, the seats and the intel settings when the window gets focus back and every 30 seconds while the tab is visible.focusevent as well asvisibilitychange. React Query's own focus refetch only listens tovisibilitychange, which doesn't fire when the founder switches from the terminal back to a browser window that was already visible. Switching tabs fires both, so refreshes within a second of each other are skipped.Recorded in Storybook with a fake API the "agent" edits: the cover, description and website show up on focus, the product on the 30s tick, and the intel topics on the next focus, ending at "Acme is ready".
