fix(feed): tips ship with the widget rail, no flag of their own - #7009

The feed_widget_tips flag defaulted off, so the tips merged dark. They are part of the feed_widgets experiment and on by default for every reader who has the ad slot; readers can still remove them and bring them back. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

#7004 put the daily.dev tips behind their own flag, `feed_widget_tips`. It defaulted off, so the tips merged hidden. This removes that flag: the tips are part of the `feed_widgets` experiment again and show by default for every reader who has the ad slot. Readers can still remove them and bring them back from the gallery or `/tips`.
If ads want the compact ad's impact on its own, they can read it from the existing tip impression, dismiss and restore events, which use their own `feed widget tip` target type.
