feat: add evidence-backed typed constraints

Closes #179

Summary

• replace free-form pack side conditions with schema-6 typed conditions over validated law roles
• resolve conditions to bound symbols and source evidence with explicit verified/required/conflicting/unsupported states
• hard-cut protocol 5 and migrate all built-in packs without a compatibility parser
• rebuild release WASM on the designated x86_64 Linux build path
