DictionaryNotFound: files written before #51649 are unreadable after the ticl::AssociationMap rename

After PR #51649 renamed ticl::AssociationMap to ticl::TICLAssociationMap in SimDataFormats/Associations.

UnitTests started failing with No data dictionary found for the following classes: opening an issue to track it.
