This PR changes how the issues page is structured. The markdown issue templates are changed to yaml and there are more checks to ensure that the issue is about Baritone development instead of general help, which can be asked on the discord instead. Another thing I would really like to see are GitHub discussions. If people don't have a Discord accounts, they could still ask general questions in the discussions page. This should basically eliminate all of the random useless issues that are made by people who just have general questions and don't close them afterwards.
