Punctuation changes

Replace every em and en dash in the repo with plain punctuation, in one pass now that the in-flight branches have merged.

What changed

• 397 files; no em or en dash remains.
• Comments, docstrings and docs: a dash became a colon, semicolon, comma or parentheses; ranges read "1 to 1000"; an en dash between words became a hyphen.
• No code changed: every changed Python file has an identical syntax tree with string contents blanked; every changed YAML file still parses.
• No literal dash is handled as data anywhere, so nothing needed escaping.

Visible strings worth a glance

• .github/workflows/release.yml: step name is now Guard (release tag matches pyproject version).
• .github/workflows/quarterly-review.yml: new issues are titled "Quarterly dependency review: "; nothing searches for the old title.
• tests/test_settings_p3_visual.py: sample text reads "Result limit (1 to 1000): ...".
• Some test assertion messages; no test compares them.

Checks

• make batch-close on this tree: 5,995 passed, 3 skipped; all 12 app scenarios passed.
• 397 files is past CodeRabbit's limit, so it will skip this PR; punctuation only, so that review is not needed here.
