fix: handle disabled pull requests gracefully - #54

Repositories with pull requests disabled (e.g. read-only monorepo splits like symfony/console, cakephp/collection) return HTTP 404 on the /pulls endpoint. This is treated as an empty list rather than an error. Unexpected errors on branches or releases are still reported: they are collected silently during processing and displayed as a summary after the progress bar completes, without interrupting the build. Repositories with pull requests disabled return HTTP 404 on the /pulls endpoint. This previously caused the cache build to abort.
