Add tools for converting normalized SystemView traces and reporting BLE connection-event duration, intervals, lateness, and counter gaps. Validate trace integrity and report scheduler sample coverage. Provide an anomaly-sensitive exit mode with unit and fixture coverage.

python3 -m unittest discover -s tools/latency -p 'test_*.py'
Result: 18 tests passed. An end-to-end golden fixture also verifies SystemView conversion through JSON analysis.
