Implement helper fucntion to look for service start and end handle in local database by attribute handle.
Refactor change_database command to comply with documentation. Add support for both implicit (start handle = 0, end handle = 0) and explicit service range operations. Implement Remove (0x00), Add (0x01), Any (0x02) operations using service visibility API.
