Making the log level configurable

Clear and concise description of the problem

Right now log output is unnecessary noisy and it would be great to be able to configure it only to log warnings or errors.

Suggested solution

An ENV variable that allows to configure the log level.

Self-hosted version does not apply the logging configuration I specified.

This is part of the common.yml:

log:
  defaultLevel: "error"
  namedLevels: {}
  production: true
  format: 1

Resulting configurations (etc/any-sync-node-#/config.yml and so on) contains this lines.
