Block Library: Document security patch releases

What?

Documents the recently published @wordpress/block-library patch releases for WordPress 5.8 through 6.9. It also records the matching Post Content and Post Date fixes in the trunk Unreleased section.

Why?

The packages were published and verified, but the Block Library changelog did not include the new version sections or the corresponding trunk entries.

How?

Adds all 12 patch versions dated 2026-08-06. Every release documents the Post Date output escaping fix, while 9.33.11 also documents the Post Content wrapper-tag restriction.

Testing Instructions

1. Open packages/block-library/CHANGELOG.md.
2. Confirm Unreleased > Bug Fixes includes the Post Content and Post Date entries.
3. Confirm the changelog includes versions 3.2.22, 6.0.32, 7.3.20, 7.14.16, 8.3.17, 8.12.21, 8.19.19, 8.28.13, 9.0.9, 9.8.18, 9.19.7, and 9.33.11.
4. Confirm only 9.33.11 includes the Post Content entry.
