Automate fyre cluster teardown if the onepipeline kind cluster seetup was unsucessful

The Fyre clusters used to build the Kind cluster for the onepipeline X tests are being left behind if the Kind cluster setup fails. These then need to be manually deleted. We need to ensure that these are cleaned up unless we specify otherwise.

• See if the debug-failure environment variable is suitable to determine whether to automatically delete the cluster
• Delete the Fyre cluster if the Kind setup fails or times out
