Offenders insights page leads to a 404

Describe the bug
visiting https://vulnerabilityhistory.org/insights/offenders gives a 404 page

To Reproduce
Steps to reproduce the behavior:

1. open https://vulnerabilityhistory.org/insights/offenders in a browser (tested with librewolf (firefox) and brave browser)
2. observe a 404 page with stylesheets not loaded

Expected behavior
a visualization of the data that looks something like the thumbnail on https://vulnerabilityhistory.org/insights, (or an error that webGL isnt supported if it requires webGL and the page is opened in librewolf)

• browsers: Librewolf (ff based) and brave (chrome based)
