Bump version to 1.17.3 (patch).

Changes since v1.17.2:

No public API added, so this is a patch release.

Local release gate (same steps as release.yml): uv sync --locked, ruff, pyright (0 errors), pytest (893 passed), uv build + twine check passed.

After merge, push tag v1.17.3 on the merge commit to publish via release.yml.
