Merge the lots drawn in pieces, and name each accessible spot for its lot - #13

… lot Porter was three places and five more lots were two, each piece with the same name and description. The 26 accessible spots were all "Accessible Parking". Pieces are merged only within 50 m of each other, and pieces that disagree on anything but their shape are reported. A parent set in overrides.yaml was overwritten by the derived one. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
