Unable to download older manifests for any branch other than default

I'm unclear on whether this is by design or not, there's conflicting information.

Should it be possible to download a manifest that is not actively pointed to by a branch? It appears possible for default, but any other branch I've tried errors with No manifest request code was returned for depot
