Generate a Liberty started project

Add support for generating a starter Open Liberty project. It should use: Open Liberty Starter: https://openliberty.io/start/.

For a more detailed design see slide 29 (option 1) here.

Tasks:

• Open a US design issue: Design Issue 14. Status: Approved:
• Provide a UI mechanism that allows users to create a new Liberty starter project.
• Provide a UI artifact for users to input data required by the Open Liberty Starter: https://openliberty.io/start/.
• Add support for establishing a connection to the Open Liberty Starter site.
• Add support for validating the user's input. Issue 659.
• Write integration tests.
