stack: Built against deprecated rio-0.1.23.0 (which has a serious bug), and fails #467614

Describe the bug

See:

The 'official' build of Stack 3.7.1 is built against rio-0.1.22.0 but the nixpkgs project appears to have built a version of 'Stack 3.7.1' against now-deprecated rio-0.1.23.0. rio-0.1.24.0 fixes a serious bug in rio-0.1.23.0.

Expected behaviour

That the nixpkgs projects 'Stack 3.7.1' behaves like the 'official' Stack 3.7.1.
