Phase 1 — Model tier abstraction

  • Add five canonical tier tokens (TIER_ROUTER, TIER_REASONING, TIER_CODE, TIER_FAST, TIER_REVIEW) replacing hard-coded model IDs in agent frontmatter.
  • Keep the three legacy tiers required; TIER_ROUTER and TIER_REVIEW fall back one hop (to TIER_REASONING and TIER_CODE) when omitted.
  • Ship templates/models.config.json with default + generic profiles, the validate-models.sh validator, and install.sh wiring (--symlink, --with-extras, --with-examples, --skip-validation).
  • Add docs/CONFIGURATION.md and docs/SETUP-NATIVE.md.

Phase 2 — Lean core roster

  • Make agents/orchestrator.md the sole mode: primary agent; demote security to subagent.
  • Partition the roster into four tiers (core routing, core delivery, conditional operations, explicit opt-in extras).
  • Add three universal skills: build-debug, dev-cleanup, npm-debug.

Phase 3 — Acceptance fixes

  • Add OS allowlist gate to the installer.
  • Update README (responsibility map, oracle in core-routing table), QUICKSTART, and SETUP-NATIVE.
  • Add the prompt-assembly stable-prefix contract and boundary baseline.

On strict POSIX filesystems (such as GitHub Actions CI), installer scripts committed with 100644 permissions cause "Permission denied" (exit 126) errors when spawned.

This adds a `beforeAll` hook to run `chmodSync(..., 0o755)` on the target scripts. The calls are wrapped in a try/catch block to avoid crashing on platforms without POSIX permission support (e.g., Windows).
