Deploys the TEUP website to the cluster by adding a new set of Kubernetes manifests under services/teup/website/, provisions a dedicated PostgreSQL user/secret for it, and registers required namespaces (including inicio, niddle-staging, website-ae, and teup-website) with the Harbor pull-secret ClusterSecret.
