warn-stale-plugin-pin: catalog text omits local scope; missing clone logs twice #4413

Description

@d-morrison

Two cosmetic nits from the review of #4412 (#4412 (comment)), merged as 32c4d87:

  1. README.md's catalog row and the why field in hooks/hooks.json say the hook applies to the user scope or a project scope. applies() in hooks/warn-stale-plugin-pin.py also handles local scope. The docs should name it.
  2. When the marketplace clone is missing, git(clone, "rev-parse", "HEAD") in stale_lines() writes its own stderr line, and then the "no git clone at ... cannot compare" line follows it. Passing quiet=True to that call removes the duplicate.

Neither one changes behavior.
