Update other OSs not compatible with MANA VFs

Red Hat 9.6 and 10.0 (including AlmaLinux and Rocky) have kernel builds missing a capability required for MANA VF

These OSs are all currently fine in the marketplace, but older builds lack the capability bits. There is no minor version to bump these to, so I haven't touched them in this PR (maybe we should add an asterisk)
