Task 5 of tasks/todo.md. Exported env var _JOB_ENGINE becomes _RUNNER. Transitional for this commit only: processor_impl feeds runner=settings.job_engine, valid because every in-repo runner is named after its engine; T6 replaces it with settings.runner.
