Adds Faster Queue Recovery to the combined play stack after removal of the obsolete combat-completion repair. The old off-screen completion bug WAS FIXED BY SCOPELY.
The new opt-in recovery handles an unavailable target whose failed course response arrives after native code has already removed it. Existing galaxy/settings and fork features are retained. Recovery source and tests match upstream netniV#287.
Validation: policy/lifecycle tests, example TOML validation, local release build and integration reviews. Combined runtime smoke passed: queue advancement, clear/rebuild, recall, and galaxy/settings. CI pending.
The policy fixture runs locally. No dedicated CI job is added. The post-smoke correction removes only that workflow job; runtime source is unchanged.
