The create command should create the shared drive and apply the custom theme
Actual outcome (what errors or bad behavior do you see instead?):
The shared drive is created, but produces the error "ERROR: 403: insufficientFilePermissions - The user does not have sufficient permissions for this file." However, when updating it with the same user and same image for the theme, it sets the them properly. The image for the theme is in the drive for, and owned, by the user that is creating the drive and is world readable.
