Fix UI regressions before beta.4 and improve workbench navigation:

  • Improve command palette contrast and enabled states.
  • Replace the workspace avatar with a drag handle on hover. Overlay pin controls without reserving label space or overlapping shortcut hints.
  • Allow tab drag reorder within a pane, with keyboard menu actions and saved order.
  • Connect folder guides across rows and mixed folder/note lists.
  • Use single panel dividers, a full-height Settings sidebar, and inset Note Details focus rings.
  • Keep editor panels below notifications and dialogs.

Validation: pnpm check (955 tests), Electron smoke (11 tests), and React Doctor (90/100, no errors).

Release PR #119 will be updated after this merges.

Notification over an editor status panel

The notification viewport is repositioned only in the overlap test. The test keeps editor and toast z-index values unchanged.
