AP-1329
Takes the frontend dependabot PRs and refactors the code/tests so CI passes. Most significant change is updating to the most recent release of Sci-React-UI, giving the Workflows dashboard a fresh look with the new Diamond theme:

More minor changes:

  • Adds all the peer dependencies that Yarn previously warned were unmet
  • For relay-workflows-lib, switches off the linting rule that warns against exporting things other than components & constants. This isn't ideal, but ESLint now seems unable to identify GraphQL tagged nodes as constants, meaning that we'd either have to ignore/override the warnings or move all fragments, queries and subscriptions into separate files, which would be tedious and obfuscatory. This linting rule is designed to preserve fast refresh, a dev feature that would be quick to diagnose as faulty should something slip past, so I think disabling the rule is reasonable.
