Introduce a new `AlgebraicEpiModels` Julia package that re-exports `AlgebraicEpiMech` and `ConfigurableEpi` as a single convenience install. Document the new Julia 1.13+ installation path in getting started, and add a GitHub Actions smoke test to verify the wrapper installs, loads, and re-exports both packages without export conflicts.
