Move ConfigurableEpi tests to workspace project - #5

Switches test dependency management from `[extras]/[targets]` to a dedicated `test/Project.toml` and registers it via `[workspace] projects = ["test"]`. This keeps the package manifest focused on runtime deps, relocates Aqua/JET/Test/Catlab and other test-only dependencies into the test environment, and wires local path sources for `ConfigurableEpi` and `AlgebraicEpiMech`.
