Support missing-grid DOW and add reindex helper - #12

Adds `reindex_to_grid` to build regular date grids with `missing` slots for absent reports, exports it, and covers behavior/errors with new data-linkage tests. Day-of-week estimation/history now accept complete daily grids with missing counts, rebuild grids from sparse plugin history, and include new tests for missing-day handling and fallback behavior. Also improves docs/naming (priors, observation specs, build_prior), adds a closure-boxing regression test for EKP scoring, and bumps package versions/compat to 0.2.
