No such wargear exists in the current Necrons Codex for the Technomancer, so I'm not sure what source told you that it does.

The Canoptek Cloak was a Wargear option for the Technomancer in the 10th Edition Necrons Index, ehich was replaced by their current codex nearly four years ago. No such option exists in the current ruleset for the faction.
