Move all eight plugin projects from the flat plugins/ directory into shallow purpose groups (plugins/<group>/<ProjectName>): auditors under auditors-architecture, test runners under test-runners, quota plugins under quota, work-sync integrations under work-sync, and the secrets provider under credentials. Project names, assembly names, and plugin ids are unchanged; only paths move. Update solution, test-project, and host ProjectReference paths plus repo-relative doc references. Document the layout convention in plugins/README.md (group catalogue, naming rule, project-file requirements, the two registration lines) and enforce it with PluginLayoutConventionTests, which fails on unknown groups, naming drift, wrong target framework, missing SDK references, forbidden host references, or missing/stale registrations.
