In whatwg/fullscreen#261 we are patching a specification with a broken reference and PR Preview is failing because of that broken reference. That makes sense for the "after" document of the diff, but not the "before" document. For the "before" document we should probably override the Bikeshed "Die On" setting to allow references to fail resolving.
