I need to use URL to link to headings directly.

Anchor links to heading like in e.g. hedgedoc.

If the heading is "My new section", the link would be https://instance.org/docs/sha1#my-new-section.

Agreed!

I don't necessarily want the anchor to bear the name of the actual heading, because it can easily break. Random id would be fine. As of today, .bn-block and .bn-block-outer both have a random id attribute, but adding them as a link anchor does not work: that is, (re)loading the URL brings to the top on the document/page, instead of bringing down to the anchor.

I would like something like a little button with an anchor (📎) icon, e.g. right on the left of the current paragraph (beside the "plus" and "drag" button), to copy the full URL into the clipboard, URL which would bring me to the desired heading/paragraph (i.e. right vertical position) right away.

Otherwise, clicking on the desired heading/paragraph could dynamically change the URL in favor of one padded with the right anchor.
