[Failsafes & Radio] Add restart command and restart SAMWISE if we don't get a radio communication in X minutes

As title says. We NEED a reboot command. We also would like an automatic reboot option. This will be very important for OTA or if our codebase somehow gets into an inconsistent state - we essentially want the ability to restart if the rx queue is empty for some amount of time, which is TBD.
