Error during "fetching channels" in `npc fetch`

`npc fetch` often fails for me in the "fetching channels" step with this error message:

Error: dispatch failure

Caused by:
    0: timeout
    1: client error (Connect)
    2: HTTP connect timeout occurred after 3.1s
    3: timed out
```

It seems to always work fine when I run it again right afterward.
