Idea: template-first evidence authority ledger artifact

I did a fresh current-main reread and a small draft PR strawman for one portable gap that still seems real: a post-read evidence-authority ledger.

What I mean is narrower than another reference registry:

• GPD already has plan-time anchor role through references[].role and must_surface.
• GPD already has contract results and comparison verdict machinery for pass/fail outcomes.
• What still seems missing is a small machine-visible way to say how much authority a reviewed source should carry after reading it.

The strawman uses simple authority classes like:

• promotive
• bounded
• context_only
• negative
• mixed
• unresolved

The first slice stays template-first and narrow.

Questions I’d especially love pushback on:

1. Does a separate evidence-authority ledger fit GPD, or should this stay folded into another artifact family?
2. Do those authority-class names feel right, or would you want different language?
3. Is this the kind of thing you’d want reviewed separately from the evidence-note artifact, or only after that settles?
