Move pnpm from 11.28.6 to 11.28.8 - #288

The standalone build of pnpm 11.28.6, @pnpm/exe, embeds Node 26.0.0. That Node accepts TLS certificates forged with the compromised eMudhra intermediates. pnpm 12 switches to the standalone build in a repo that pins pnpm 11, so a workstation with pnpm 12 ran installs on the unpatched Node. 11.28.8 embeds Node 26.12.1. 11.28.8 is four days old, younger than the usual seven-day wait. We take it now because it closes that gap. The lockfile doesn't record the pnpm version.
